Water

This is going to be uber-quick. In Australia, we are in a drought. We are on like, level 5 water restrictions. You cant wash your car, or water the garden, you are supposed to have three minute showers, and save the grey water.

So why in the world did the old man across the street just throw a tub of water onto his concrete front steps?
